Russia's Lukoil approached by Chinese firm for Romanian refinery

A Chinese company has approached Lukoil (LKOH.MM) to start talks on buying the Russian firm's refinery in Romania, according to a letter obtained by Reuters, after Lukoil's unit there was accused of money laundering and tax evasion.

The Philippine navy is quietly reinforcing the hull and deck of a rusting ship it ran aground on a disputed South China Sea reef in 1999 to stop it breaking apart, determined to hold the shoal as Beijing creates a string of man-made islands nearby.

EU leaders want Greece deal on Wed, won't negotiate at summit

European Union leaders will not negotiate financing-for-reforms with Greece at their summit on Thursday and want Athens to reach a deal with euro zone finance ministers on Wednesday even if talks are to take all night, a senior EU official said.
