EU set to charge Gazprom in antitrust case

European regulators will formally charge Russia's state-run energy giant Gazprom with anti-competitive practices, say sources in Brussels.
EU competition commissioner Margrethe Vestager is expected to issue a statement of objections on Wednesday (April 22), accusing the company of unfair practices in eastern and central European countries, including Poland, Hungary, Bulgaria and the Czech Republic.

Experts say EU sanctions undermine Russia-Ukraine gas deal

Marat Terterov is the founder of the Brussels Energy Club and is one of Europe's leading experts on energy. He says the sanctions being imposed by the EU on Russia could still potentially lead to an energy crisis in the 28-member bloc this winter even though the bloc has brokered a new gas deal between Moscow and Kiev. Most of the EU's gas supply from Russia travels through Ukraine and Terterov says this raises some very serious questions.
Ukraine is almost bankrupt and is unable to pay its gas bills to Russia without help from the EU. As part of a new short-term gas deal, the EU is guaranteeing a payment to Moscow of 4.6 billion dollars. Kiev will pay Moscow 378 dollars per 1,000 cubic meters of gas until the end of this year. Some experts say Russia has displayed a great deal of diplomacy with the EU and Ukraine, given that the West has imposed sanctions on Moscow because of the crisis in eastern Ukraine. Over 300 million EU citizens depend on Russian gas to heat their homes. Most of the bloc's 450 billion cubic meters of gas imports each year come from Russia. Many experts say it is time for the EU to lift its sanctions against Moscow and try diplomacy instead.

Marat Terterov, Geopolitical Forum on Europe's Energy and Foreign Policy after TAP

The EU's Energy Policy does not only consist of its strategies and targets for 2020 and its implications for the EU Common Market -- there is also an external aspect to it: Energy Policy and Foreign Policy are inseparable, especially when it comes to securing Europe's energy supply by geographically diversifying its primary sources of energy.
In order to become less dependent on individual suppliers, the EU's two central energy projects Nabucco West and the Trans-Adriatic-Pipeline (TAP) aimed to develop alternative supply routes for natural gas from Azerbaijan. Whereas Nabucco West was said to be favored by some EU members states and EU officials, the position changed mid-last year to respect neutrality and focus on the priority of getting gas from Azerbaijan to Europe. Recently, Azerbaijan's Shah Deniz consortium decided to supply the TAP and has already signed a Host Government Agreement with the Greek government. The pipeline will transport natural gas from Azerbaijan through Greece and Albania to Italy, with further potential to extend supplies to Central Europe through either Italy or Switzerland. First gas delivery is expected in 2019.
Energy policy acts as an important element in strengthening and deepening of strategic partnerships and Association Agreements. The EU and Azerbaijan have both expressed their interest to further develop the Eastern Partnership programme, based on mutually reinforcing respect for principles and values.

Tough talking over Cyprus as Russia smells opportunity

Russian Prime Minster Dmitry Medvedev has called for all interested parties to be involved in a deal for Cyprus. He was speaking as EU Commission President Jose
Manuel Barroso visited Moscow.
That is diplomatic speak, Marat Terterov, a geopolitical analyst, explained to euronews journalist
Andrei Beketov what is really going on behind closed doors.

"I think there is more basis for competition really than cooperation. And that's simply based on the fact that both Brussels and Moscow have significant interests in Cyprus. However, I think that any Russian financial assistance and investments of a direct nature, will be very prudent from Moscow and it will be very much on hard-nosed commercial terms"

Euronews: "Russia obviously needs an outpost in the Mediterranean. Do you think Moscow will abandon Syria in favour of the more useful Cyprus as an ally?"

Marat Terterov, European Geopolitical Forum director:

"I don't think Russia will try to put all its eggs in one basket, neither Syria or Cyprus. It would prefer to have its cake and eat it too."

Speculation is rife that Cyprus may offer Russia access to untapped gas reserves in return for Russian aid, something Europe would be keen to avoid.
