EGF Affiliated expert Benyamin POGHOSYAN has published a new op-ed with the IPS-journal.eu on “Perpetuating the cycle of violence”. He concluded: “Given Azerbaijan's actions to cultivate the concept of ‘Western Azerbaijan’, which declares most of Armenia as Azerbaijani historic lands, and Azerbaijani and Turkish demands to open the so-called ‘Zangezur corridor’ to connect Azerbaijan with Nakhijevan and Turkey, the upcoming years, if not decades, in the South Caucasus will be marked by additional escalations, wars and human suffering. EGF Affiliated Expert Benyamin POGHOSYAN was quoted by “Der Spiegel” in a recent article on “Why Armenia Can't Free Itself from Moscow”. He said: “I fear that if Armenia angers the Russian leadership, it will have a negative impact.[…] No Western power will be willing to provide Armenia with military support that goes beyond arms deliveries. There will be no "boots on the ground". And as little as Russian soldiers have done in Armenia and Nagorno-Karabakh in recent years, it was likely thanks to their presence alone that Azerbaijan didn't make even greater inroads.” READ MORE

EGF Affiliated expert Benyamin POGHOSYAN has published a new op-ed with the Armenian Mirror Spectator on “A Realistic Way to Mitigate Nagorno Karabakh’s Humanitarian Catastrophe”, where he concluded that “In the current situation, perhaps the only realistic solution is to increase the number of Russian helicopter flights from Armenia to Stepanakert to prevent deaths by hunger. The international community, individual countries, heads of regions, and mayors who are concerned by the growing humanitarian catastrophe in Nagorno Karabakh should apply to Russia, asking Russians to transport their humanitarian assistance to Stepanakert by Russian helicopters, offering any assistance Russians need to do that. EGF Affiliated Expert Benyamin POGHOSYAN has published a new op-ed on “Instability in the South Caucasus will negatively impact the Middle Corridor” with The Armenian Weekly. Therein, he concluded: “If Armenia is forced to sign a capitulation, even if it is called a “peace agreement,” it will be a path to long-term regional instability and another Armenia–Azerbaijan war in the future, which will definitely impact negatively the prospects of the launch of the “Middle Corridor”. […] Thus, any external player which is serious about the “Middle Corridor” as a long-term geostrategic project connecting China with Europe, should be cautious to prevent the humiliation of Armenia during the ongoing Armenia–Azerbaijan negotiations.” READ MORE

He concluded: “If everything remains as it is, the Armenia-Azerbaijan peace treaty will not significantly impact the situation in Nagorno Karabakh. […] Perhaps the only option to avoid this grim scenario is to use the short window of opportunity opened by the Armenian government's readiness to make painful concessions and convince Azerbaijan to accept the necessity of a transitional period with a solid and robust international presence in Nagorno Karabakh. Without this, the peace agreement between Armenia and Azerbaijan will bring neither peace nor stability to the region. READ MORE

EGF Affiliated Expert Benyamin POGHOSYAN has published a new article with the Armenian Weekly on “Iran’s Policy and Messaging of the West in the South Caucasus”. He concluded that: “If the West is unable or disinterested in convincing Azerbaijan to accept Western presence in Nagorno Karabakh to secure the fundamental rights of Armenians, when or if Russian peacekeepers leave, and it is unable to push Azerbaijan to move its troops out of occupied Armenian territories, all calls to Armenia not to have even minimal military cooperation with Iran would receive at least mixed perceptions in Armenia. The author thought that if Russian tanks that would likely attack Ukraine across the border with Belarus were accompanied by Belarusian troops this might be a heavy blow for the defenders of Ukraine, as well as for the Belarusians themselves. For the latter it might prove that their Lukashenko, who was "brought on his knees" by his desire to keep his presidential chair with Putin’s aid, succeeded in dividing the centuries-old friendship of the Ukrainian and Belarusian nations. EGF Head of Research, Dr. George Vlad NICULESCU, co-edited a new volume on “Understanding Contemporary Information Landscape Handbook (UCIL)” with the Austrian National Defence Academy and the PfP Consortium of Defence Academies and Security Studies Institutes: “The idea of this Handbook sprang forth from a policy recommendation issued at a past Regional Stability in the South Caucasus Study Group (RSSC SG) workshop: “Create, with the assistance of PfP Consortium volunteers, a Reference Curriculum on Media Literacy, emphasizing the impact of modern communication techniques and social media on human biology, psychology and behaviour. The aim would be to raise awareness of the media as a tool of hybrid warfare, and how to build resilience to it at individual level.” Looking with an academic eye at the final product of our last three years of work I’d conclude that this Handbook is a great success as a valuable education tool for students and teachers in media studies, politics, international relations. EGF Affiliated Expert Benyamin POGHOSYAN published a new article with the Armenian Mirror Spectator on: “The Prague Statement: Implications and Possible Developments”: “ Many in Nagorno-Karabakh believe that an Armenia–Azerbaijan peace treaty will have no concrete implications for them. The Nagorno-Karabakh Republic authorities will state that regardless of what the Armenian government thinks, they will never be a part of Azerbaijan and will never take Azerbaijani passports. According to this narrative, as long as Russian peacekeepers are deployed in Karabakh, Azerbaijan will not have the capacity to invade or use troops to force Karabakh Armenians to accept Azerbaijani passports or to leave. This logic has some right to exist. However, it might not function by the end of 2025. After a Armenia–Azerbaijan peace treaty with no mention of Nagorno-Karabakh, it will be difficult for Russians to justify their presence in Karabakh.” READ MORE

EGF Head of Research, Dr. George Vlad Niculescu, responded recently a query from an Azerbaijani journalist on the prospects for Russian peacekeepers leave Karabakh after the expiration of their mandate. He concluded that peace in Karabakh was rather hanging on the broader balance of power between Russia and Turkey, and it was becoming increasingly entangled with the ongoing Russia-West geopolitical confrontation. In such circumstances, Russian peacekeepers might need to stay in Karabakh beyond November 2025, as a key element of maintaining the local balance of power, and implicitly preserving regional stability and peace in the South Caucasus. However, it is important to understand that serious disagreements continue between the two sides. Those disagreements are about future status of Nagorno-Karabakh, direct intervention of Turkey to Nagorno-Karabakh war of 2020, and emphasis of Turkey to the establishment of “Zangezur Corridor”. However, despite of those disagreements, the two countries should make a process of establishing diplomatic relations, and Turkey should remove the blockade of Armenia. EGF Affiliated Expert Benyamin Poghosyan was recently interviewed by Anadolu Agency: “There is one faction that is entirely opposed to any sort of normalization with Turkey, largely due to their recent conflicts rather than the historical disputes. A second group believes direct dialogue between Armenia and Turkey, not through mediators, is necessary to resolve outstanding issues, but they still harbour hostility toward Turkey for its support to Azerbaijan. The third group supports Prime Minister Nikol Pashinyan’s views on relations with Turkey. They are in favour of overlooking Turkey’s role in last year’s Karabakh conflict and opening new channels for dialogue to achieve peace and normalization. READ MORE

How Russian President Vladimir Putin and his administration will deal with it remains to be seen. One thing is very clear: the Kremlin’s patience is not infinite” concluded the paper. READ MORE

It was hoping to resolve the issue before the winter during a planned November meeting in Moscow which was postponed.” the former thought that “Azerbaijan’s strategic goal is to establish at least de facto control over Syunik province. EGF Affiliated Expert Benyamin Poghosyan co-authored an article for Civilnet.am and the International Affairs Review on “It is time for Armenia to take India seriously”. The authors have concluded that: “Armenia has a real chance to move beyond the routinely clichéd discussions about thousand years long India – Armenia friendship and ask for Indian support to counter Turkish pressure. In that case, India may provide Armenia with different kinds of assistance – political, military, and economic, including the construction of the new highway connecting Armenia with Iran.” READ MORE

EGF Affiliated Expert Benyamin Poghosyan has recently published an Expert Opinion with the Georgian Foundation for Strategic and International Studies (GFSIS) on “Armenian Foreign Policy Priorities after the 2021 Parliamentary Elections”. He noted: “The biggest challenge for the new Armenian government, however, is the future of Nagorno-Karabakh. As of now, Armenia has de facto dropped its obligations as a security guarantor of Karabakh. It only provides financial assistance to the region by paying salaries, pensions and covering costs to construct new houses. The security of Armenians living in Karabakh depends entirely on Russian peacekeepers”. READ MORE

He noted: “Currently, Syunik presents an interesting situation. It hosts armed forces and police units of three countries – Azerbaijan, Armenia and Russia. A traveller to Syunik may perceive that it is a contested area with a lack of understanding of which state is responsible for what.[…] At first, Armenia, Azerbaijan and Russia were mainly part of this spectacle; now Iran has been dragged in.” READ MORE

EGF Affiliated Expert Benyamin Poghosyan has published on civilnet.am a new article on “What is Armenia’s Position on the Future of Karabakh”: “Experts and analysts have already reacted to the uncertain and vague formulations regarding this issue in the five-year government plan, approved very recently by Armenia’s legislature. On the one hand, Armenia’s leadership continues to refer to the essential need to establish self-determination for Karabakh through negotiations; on the other hand, they are unwilling to participate in events that mark the 30th anniversary of the declaration of the Republic of Artsakh. At the end of this new piece he noted that: “The visit of the Armenian prime minister, Pashinyan, to Tehran to take part in the inauguration ceremony of the newly elected Iranian president and his meeting with Raisi were the steps towards the right direction. Pashinyan was one of the few leaders – along with Iraqi President Barham Salih and Afghan President Ashraf Ghani – to participate in the ceremony, and this underscored the significance of relations with Iran for Armenia in the post-2020 Karabakh war context.” READ MORE

EGF Affiliated Expert Benyamin Poghosyan has published a new comment on “Biden's G-moment should not be interpreted as a shift in US policy towards the South Caucasus” for Commonspace.eu. He argued that although president Biden's use of the word "genocide" was a significant moral victory for the Armenian people, the geostrategic implications for the South Caucasus should not be exaggerated. In the complex web of current US-Turkey relations, this is only one of the available tools, and points of contention. It will not ruin bilateral relations between the US and Turkey, but it will make president Erdogan's domestic agenda more problematic. READ MORE.

EGF Affiliated Expert Benyamin Poghosyan has published a new article on “The Future of Nagorno-Karabakh” for the “New Geopolitics Research Network”. He argued that the future of Nagorno-Karabakh is unclear and murky. Regardless of the results of the upcoming June 20 snap parliamentary elections in Armenia, her dependence on Russia will not decrease. That will be the case, since in all scenarios for the future, the key variables are Russia’s vision and Kremlin’s capabilities to protect its interests in the South Caucasus. READ MORE.
