The changing global economic situation imposes on Europe an important role to play, where economies of the European Union and the Russian Federation have a crucial place. Forging a transatlantic consensus on Russia
Recommendations for Action
In December 2009 Institute for Eastern Studies and the SAIS Center for Transatlantic Relations organized a conference entitled "Forging a US-EU Strategic Partnership." The conference provided specific recommendations by various opinion leaders on a reformed US-EU relationship. Throughout the sessions and informal meetings there was a consensus that if the transatlantic partnership is to be a progressive force in the world to come, Americans and Europeans must urgently build a strategic partnership that is more effective in dealing with new partners and addressing transformations. A lot of attention was devoted to the Russian Federation and challenges that the trilateral US-EU-Russia dialogue needs to face. These findings encouraged us to continue searching for ways to forge the transatlantic consensus on Russia.

Energy Security - National, European and Global Policy Perspectives
European Energy Policy is increasingly framed in security terms, where security interests seem to determinepolicy orientation. Scholars have taken note of the growing ‘securitization’ of energy and access to naturalresources. This workshop is driven by the question of how we should understand the need for a European EnergyPolicy in the first place. In order to answer this question, the workshop examines what role the EuropeanCommission plays in energy rich Eurasia – where the EU is confronted with an intricate power play alongsideRussia and China. At the same time, the focus shall be on the constraints the Commission faces in establishing aEuropean energy policy in practice and to what extent such a policy fits within an overall EU security approach. The second part of the workshop puts this analysis into perspective when several different scholars will broadenthe scope by focussing on how the Union’s policy can be evaluated from different academic perspectives, including legal, environmental and Russian studies.

Ukraine post-elections: stability and reform at last?
With the recent Presidential elections Ukraine has entered into a phase of - perhaps potent - changes. Following the election of Victor Yanukovych as the new President, the quick establishment of the new coalition gave rise to the formulation of the new government, which ambitiously aims at making the name of the coalition ‘Stability and Reform’ a lasting reality.
