On November 26th, 2010 in Moscow after the Ukrainian-Russian Intergovernmental Commission President of Ukraine announced that he did not rule out Ukraine entering the Customs Union (CU) with Russia, Belarus and Kazakhstan.
He added that, in order to achieve that goal certain amendments to the Constitution of Ukraine should be made, which according to him could be done either in the Parliament or by a National referendum. Earlier, in April, Viktor Yanukovych has expressed an opposite opinion regarding this matter. 'Ukraine has made a choice in favor of joining the World Trade Organization (WTO). Ukraine is already integrated in the WTO and today Ukraine entering the Customs Union would be impossible', -he said.
th As a reminder, on November 25 European Parliament adopted a resolution on Ukraine. In this document European legislators are calling on Ukraine to make all effort to finish negotiation on an agreement as to the Association Treaty between the European Union (EU) and Ukraine in the first half of 2011. November 22nd, in Brussels 14-th Summit European Union (EU) -Ukraine got underway.
The President of the European Commission José Manuel Barroso, the President of the European Council Herman Van Rompuy and the President of Ukraine Viktor Yanukovych took part in the summit. During the meeting delegates discussed the process of reforms in Ukraine, relations between Ukraine and the EU, as well as the issues of regional cooperation. Also the parties signed the protocol to the Cooperation and Partnership agreement, that outlines main principles of Ukraine's participation in EU's programs.
The key moment of the Summit was EU's proposition of the Action Plan to grant Ukraine visa-free travel for short stays in EU countries. READ MORE

Head of the International Monetary Fund (IMF) mission in Ukraine Thanos Arvanitis said that Ukraine had fulfilled all main obligations within the framework of the cooperation program with the IMF. Prime-Minister of Ukraine Nikolay Azarov predicts that by the end of 2010 the Board of Directors of the IMF would decide on granting Ukraine the second tranche of the loan in the amount of 1.6 billion dollars. Leader of «Batkivschyna» Party Yulia Tymoshenko called the recent local elections the dirtiest and the most unfair elections in the whole history of independent Ukraine.
She noted that the results of the elections should have been made public no later than November 5th, however as of November 9th the results of the elections had not been yet announced. In her opinion this proves that the Government is still tempering with the results of the elections in order to get a favorable outcome. «We can not accept such results», - she said. She called Viktor Yanukovych the key organizer of the violations that took place during the elections. «The President has a personal political responsibility for the planned falsifications that occurred during the elections», - the leader of «Batkivschyna» Party said. Along with that she added that her Party will defend the rights of its members to vote and be elected in the European Court of Human Rights. READ MORE

Many European observers expressed their opinion that local elections in Ukraine did not meet the standards set by the Council of Europe, in particular as to their transparency, fairness and professional conduct. This opinion was expressed namely by the Head of the Delegation of the Congress of Local and Regional Authorities of the Council of Europe Gudrun Mosler-Tornstrom. The European Union (EU) Committee for Regions representative Teet Kallasvee notes that the election proved the weakness of the new law «On Local elections» adopted only three months prior to the elections. High Representative of the EU for Foreign Affaires and Security Policy Catherine Ashton expressed her concern regarding the accounts of violations in the course of voting in Ukraine which undermine people's trust in the electoral process. Similar concerned were also voiced by the European Parliament (EP) Deputy, Co- Chairman of the EU-Ukraine Parliamentary Cooperation Committee Pawel Kowal. He noted that the final report on Ukrainian local elections prepared by the EP observers would focus on the preparations for the elections, their conduct and the vote count. READ MORE

EGF Head of Research, Dr. George Vlad NICULESCU, co-edited a new volume on “Understanding Contemporary Information Landscape Handbook (UCIL)” with the Austrian National Defence Academy and the PfP Consortium of Defence Academies and Security Studies Institutes: “The idea of this Handbook sprang forth from a policy recommendation issued at a past Regional Stability in the South Caucasus Study Group (RSSC SG) workshop: “Create, with the assistance of PfP Consortium volunteers, a Reference Curriculum on Media Literacy, emphasizing the impact of modern communication techniques and social media on human biology, psychology and behaviour. The aim would be to raise awareness of the media as a tool of hybrid warfare, and how to build resilience to it at individual level.” Looking with an academic eye at the final product of our last three years of work I’d conclude that this Handbook is a great success as a valuable education tool for students and teachers in media studies, politics, international relations. EGF Affiliated expert Benyamin POGHOSYAN has recently co-authored with Rananjay Anand, Co-founder and President, Indo-Armenian Friendship NGO, a new op-ed on “Time to transform Armenia – India cooperation into a strategic partnership” published on civilnet.am. The authors concluded: “Armenia and India should establish by the end of the year an annual 2+2 dialogue mechanism, which would involve the participation of their Ministers of Defence and Foreign Affairs. […] The second step in transforming relations into a strategic partnership should be the establishment of a joint group for Armenia-India Diaspora cooperation, which will coordinate and facilitate the contacts between the two diasporas.” READ MORE
